SoftTypePart: InformationRequirementLevelReference

The information requested may change as a project processes. Initially a request could have a number of sections that are optional. Later in the project, the provision of sections are mandatory. The InformationRequirementLevel identifies a stage in the request for information process and whether the InformationSetSection is optional, mandatory or on demand at that stage.
